Why NSR Management and the National Schedule of Rates?

The first National Schedule of Rates was launched by the Co-authors, the Society of Chief Quantity Surveyors and the Building Employers Confederation in 1982, in response to Government's legislation.

The National Schedule of Rates (Building Works) is now in it's twenty sixth year of publication and has been joined by others to make a family of seven schedules published by NSR Management.

NSR Management represent the Co-authors, and we continue to develop the Schedules so they are the first choice for anyone involved in property maintenance and management in both the Public and Private sectors.

Together with the appropriate contract conditions, The National Schedules allow clients to issue a series of works orders, confident that the charges for the work will be based on a pre-determined basis of measurement and pricing. Without the National Schedules, the client would have to produce their own schedule or obtain a series of competitive quotations.


The National Schedules

The National Schedules comprise, in total, approximately 16,000 items of work. In the case of the Building, Mechanical, Electrical, and Painting and Decorating Schedules each rate is broken down into its material, plant and labour constituents, which are individually updated annually.

The National Housing Maintenance Schedule has been specifically designed with housing associations and housing departments of local authorities in mind, it has around 1,100 of the most frequently required composite type items. Furthermore to assist organisations to comply with the Disability Discriminations Act, the new Access Audit Schedule (incorporating Special Needs) has over 800 items, two thirds of which are composite.

Each schedule is issued with guidance notes, preliminaries and preamble clauses and is directly related to the Joint Contracts Tribunal's Standard Form of Measured Term Contract (1998).

The web-based National Schedules are a flexible way of using this valuable information and are available with a cost effective subscription service.


Different Applications

The rates shown are now calculated as national average benchmark prices. By applying the percentage adjustment, the schedule can be made suitable for use in any part of the United Kingdom and beyond. The rates do not include for profit and overhead and other elements which are noted in the contract conditions and preliminaries and should be allowed for by tenderers as part of the percentage adjustment required under the contract.

The National Schedule can be used for tendering as a complete schedule, as a group of sections, or as an individual trade or work section.

The National Schedules can also be used with firm price or fluctuating contracts

All work in a geographical area or work in a particular part of a building or complex of buildings can assisted by using the National Schedules.

There are other uses to which the National Schedules have been put in the furtherance of accountancy and consistency in Measured Term Contracting.
